Mr. Townsend's professional experience has included the following activities:

Mr. Townsend has participated in numerous international forums as an advisor, speaker, or consultant. His views have been sought by the World Bank, the International Telecommunications Union (ITU), the Organization for Economic Cooperation and Development (OECD), and Communications Ministries and other government agencies around the world.

In the U.S. and Canada, Mr. Townsend has testified on communications policy matters before the Texas, Tennessee, Michigan, Pennsylvania, Rhode Island, and British Columbia Public Utilities Commissions, and has been a consultant to several Commissions and state legislatures. He has been an invited speaker before the National Regulatory Research Institute, the International Communications Association, and the National Association of State Utility Consumer Advocates.

Mr. Townsend has also served as a Lecturer in Communication at Boston University's College of Communication, where he taught courses in communications theory and the mass media.
